You can use both Edge Animate and Muse to design your website. Depends on your current level of expertise. Muse is an excellent web design tool for designers that aren't comfortable with coding. Edge Animate requires a basic knowledge of animation. You can also create a website in Muse and import an Edge Animation into your web page.
