The free sites that you get with cloud are webHosting sites.
This site "induslawfirm.businesscatalyst.com" is a webCommerce site and that is why you do not have an option of "launch site" on this particular site.
You will see the option of "launch site" on any trial site that is on webHosting site. Any site on webHosting plan can be redeemed as a free cloud site.
