It is not easy to find the answer, but there is one!
In latest Acrobat Pro:
go to Header & Footer tool.
Select Appearance Options
Select Shrink Document to Prevent Overwriting Documents....
This works nicely when someone sends you a PDF that is close-cropped with no margin.
